I posted the following to a Facebook group called Gospel Harmonica Community. I cut and pasted it here also because I think it might be of interest.

Just go to "recordings" and then click on any album. I was noticing that since his 2009 album Classic Country Hymns he has used harps with the blow 3 tuned up a whole step in addition to tuning the draw 5 up half a step. His most used harp is the Country tuned with only the draw 5 raised half a step. Also raising the blow 3 a whole step brings this very close to the Melody Maker tuning that I like (MM also has the draw 9 raised like the draw 5). Charlie indicates this tuning in a couple of ways. Sometimes with dbl or Dbl and sometimes with ^.
On Classic Country Hymns he uses this dbl tuning on How Great Thou Art, It Is Well With My Soul, Softly and Tenderly, Sweet Hour of Prayer, In The Sweet By and By, and I Believe.
On the 2015 album Celtic Dreams he used the "dbl" tuning on two songs. On the 2016 album A Shot in the Harp he used it on Moon River. On the 2018 album Country Gold the dbl was used on 3 songs. On the album Over the Rainbow it was used on 3 songs. On the album On The Road it was used on 3 songs, including the Gospel song I Got That Old Time Religion.
He does seem to see an advantage to raising the blow 3 instead of bending draw 3 a whole step for some songs, especially some Gospel songs.
